Himachal Pradesh High Court stayed the state government's March 30 notification allowing Deputy Commissioners to reserve five percent seats in Panchayati Raj elections, calling it unconstitutional. The court ordered revised reservation rosters by Tuesday 5 pm. District administrations in Shimla, Kangra, and Sirmaur have issued rosters for upcoming elections. Shimla has 441 panchayats across 25 zila parishad wards with 13 reserved for women. Kangra reported 846 gram panchayats with 423 reserved for women. Chief Minister announced elections before May 31.
