
Delhi has high female education but low workforce participation at 20 percent, below India's 35 percent average. A study of 3,000 women across 11 districts found care responsibilities, unpredictable work schedules, unsafe commutes, and rigid workplace design create barriers. Nearly half of non-working educated women have family support but still don't work. Time poverty and lack of workplace flexibility, not ambition, are primary constraints. Solutions require better data, clear targets, and coordinated government-employer-civil society efforts.
