
El Salvador published a law permitting life imprisonment for minors as young as 12 convicted of severe crimes including homicide, terrorism, and rape. The law takes effect April 26 under President Nayib Bukele's hardline gang violence policies. International organizations including UNICEF and UN monitors expressed deep concern, warning life sentences contradict child rights conventions and may not reduce crime. Over 90,000 people have been imprisoned since March 2022's emergency declaration.
