Singh underwent prostate cancer treatment at Fortis Hospital, Mohali in 2018, incurring Rs 4.01 lakh expenses. Government reimbursed only Rs 1.11 lakh in January 2021. Commission ruled partial reimbursement arbitrary, lacking informed consent. Interest at nine percent annually applies from August 2021.
