Arbitrum's Security Council froze 30,766 ETH worth approximately $71 million on Monday, securing funds linked to Saturday's $292 million Kelp DAO exploit. The stolen rsETH tokens were moved into an intermediary wallet requiring Arbitrum governance approval for access. The freeze recovers roughly 25 percent of total drained funds. LayerZero preliminarily attributed the attack to North Korea's Lazarus Group.
